The main goal is to ensure high quality and efficient transport and logistics services for foreign trade relations

In 2019 the amount of direct foreign investments attracted to metallurgy, chemistry, transport, capital construction, agriculture and other industries of the Republic of Uzbekistan was $4 205,4 mln. (3,7 times more in comparison with 2018).

According to the data of the State Committee on Statistics, in 2019 the foreign trade turnover of Uzbekistan reached $42.2 bln. (growth by 26,2% in comparison with 2018).

The quality and cost of transport services are of particular importance for accelerated development of the country's export potential.

On this basis, the country's railroads are rapidly electrifying. In terms of length of roads and railroads, Uzbekistan is among 30 leading countries of the world.

It is known that the Republic of Uzbekistan is bordered by Kazakhstan in the North and Northeast, Tajikistan in the East and South-East, Turkmenistan in the West and South-West, Tajikistan and Afghanistan in the South.

In order to transport export products to perspective foreign markets and international maritime communications, Uzbek entrepreneurs have to cross the territory of at least two countries, regardless of the route. This situation leads to the fact that the share of transport expenses in prices of exported products will increase 2 or 3 times in comparison with developed countries. The time to cross the border and customs points takes about 30% of the total transport time. These objective conditions have a negative impact on the development of exports, as well as lead to higher prices of imported goods, including raw materials. For this purpose, it is necessary that the rate of capacity building of transport, logistics, roads and communications
is higher than the rate of growth of production capacities and export potential of the country. In order to ensure quick and qualitative implementation of these issues, 27 orders and decrees of the President of the Republic of Uzbekistan and Cabinet of Ministers of the Republic of Uzbekistan were adopted in 2016-2020.

In particular, in accordance with the Order of the President of the Republic of Uzbekistan No.UP-5643 dated January 28, 2019 On measures to improve management system in the sphere of investments and foreign trade:

- creation of favorable conditions for access of local goods and services to foreign markets;

- formation of effective transport corridors;

- diversification of geography of export products delivery to foreign markets;

- such priorities as development of modern logistics networks have been identified as one of the important directions of the Ministry of Investment and Foreign Trade.

By Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated May 10, 2019 No.DCM-390 On approval of the Regulations on the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan the following missions are assigned to this ministry:

- development of foreign trade infrastructure;

- to increase the level of transit potential;

- to improve logistics and transport corridors;

- diversification of export routes;

- together with relevant ministries and agencies, develop and submit to the Cabinet of Ministers of the Republic of Uzbekistan proposals on foreign trade policy in the field of transport, transport communications and international logistics;

- preparation of proposals on expanding practical cooperation with foreign countries in the sphere of transport and logistics;

- integration of transport and communication system in international transport communications;

- development and implementation of measures to increase the number of new transport routes (corridors);

- issuance of conclusion on transit of dangerous goods, weapons, military equipment, military property, explosives and products through the territory of Uzbekistan.

In 2017-2020, economic and structural reforms were carried out aimed at developing the country's transport and transit potential, modernizing railway transport, as well as increasing the capacity of air and road transport.

A multimodal transport corridor “China – Central Asia – South Caucasus – Turkey” was created, which connects the Republic of Uzbekistan with the countries of the Pacific region.

Regular transportations through new transport corridors such as

- “Uzbekistan – Kazakhstan – Russia – Georgia – Turkey”;

- “Uzbekistan – Kazakhstan – Azerbaijan – Georgia – Turkey”;

- “Uzbekistan – Turkmenistan – Azerbaijan – Georgia – Turkey”;

- “Uzbekistan – Afghanistan – Pakistan” were launched.

The use of seaports in Latvia, Lithuania, Russian Federation, Ukraine, Kazakhstan, Azerbaijan, Georgia, Turkey, Iran, Pakistan and China has been intensified.

“Green Channel”, “Single Window”, “One Stop” and other modern mechanisms for transporting foreign trade goods, especially agricultural products, to foreign markets have been introduced.

8 modern international logistics centers were created in the regions of the country's economic growth. The number of automobiles capable of participating in international cargo transportation almost tripled. In international cargo transportation 5 616 covered wagons, 1 055 refrigerators and 274 thermo wagons of “Uzbekistan Temir Yollari” JSC are involved. The fleet of aircrafts of “Uzbekistan Airways” JSC is being modernized. “Open sky” and “5th freedom of air” have been introduced in a number of international airports.

In accordance with the Decree No.PP-4337 dd. May 24, 2019 “About measures for expansion of funding mechanisms and insurance protection of export activities” and №PP-4707 dd. May 7, 2020 “On measures for further support of export activities”, a system of compensation from the State budget for a part of the cost of transportation during export of several products was formed.

According to the Decree of the standing Republican Commission on the development of the export potential of regions and industries of the Republic of Uzbekistan No.3257 dd. June 30, 2020 "On approval of the regulation on the procedure for granting subsidies for partial compensation from the State budget of the Republic of Uzbekistan for the cost of transportation of goods by road, air and railway transport when exporting products”, the procedure for compensation of up to 50% of expenses for the transportation of 68 types of export products by rail, road and air was approved.
